The HumeLink Community Investment and Benefits Program is designed to ensure local communities share in the positive outcomes of the project through targeted funding and support. This means Transgrid will be working with local community and stakeholders to identify and support projects that deliver enduring and tangible benefits. This could include investment in social infrastructure, cultural projects, environmental restoration, local services or other community-led initiatives.
Transgrid is committed to ensuring HumeLink’s community benefits and investment initiatives meet the needs of a broad cross-section of the communities in which they are building infrastructure.
HumeLink East and HumeLink West each have up to $2 million available ($4 million total) to support community investment initiatives.
HumeLink West will be allocating funding across the local government areas in the amounts listed below:
- Between $200,000 and $700,000 for Wagga Wagga local government area projects
- Between $200,000 and $1.3 million for Snowy Valleys local government area projects
HumeLink East will be accepting expressions of interest for projects starting at $20,000 – $1,800,000 from the following Local Government Areas:
- Cootamundra Gundagai Regional Council
- Goulburn Mulwaree
- Hilltops Council
- Upper Lachlan Shire
- Yass Valley Council
Eligibility
All nominated community investment projects and initiatives must provide reasonable evidence of its lasting and tangible benefit to the local and regional communities within and/or near the project footprint.
Projects will be reviewed against the following eligibility criteria:
- Your project must be within one of the following LGAs
- Cootamundra Gundagai Regional Council
- Goulburn Mulwaree
- Hilltops Council
- Snowy Valleys Council
- Upper Lachlan Shire
- Wagga Wagga City Council
- Yass Valley Council
- Expression of Interest form completed in full
- Within the maximum funding limits and includes an estimated cost breakdown
- Connection to one or more of the project priority areas, including anticipated impacts and outcomes. Priority Areas include:
- Community connection: Addresses social isolation, mental health and
improved regional connectivity. - Care for Country: Encompasses environmental initiatives and HumeLink’s commitment to reconciliation with First Nations people and their enduring connection to Country.
- Social legacy initiatives: Supports opportunities to promote community benefit beyond the life cycle of HumeLink project.
- Local education and skills development: Addresses local education and skills development, supporting local communities and economies, including investment in development of the transmission workforce.
- Local industry development: Includes collaboration with HumeLink delivery partners on strategies which aim to identify and support the capacity and capability of local and regional businesses.
- Clear pathway that permits project delivery
- Robust strategy for project transition and sustainability when HumeLink investment is completed
- Ability to be delivered on or before completion of HumeLink works, anticipated in 2027
- Not for religious, political or sectarian purposes
- Not involve retrospective costs

NOTE: Successful EOI applicants will be required to attend an in-person community meeting and Q&A session for shortlisted projects to be presented to Transgrid, delivery partners and the broader community.
Grant Writing Workshops
Translink will be hosting six in-person grant writing workshops at various locations across the HumeLink networks, and an online session.
In-person sessions are limited to 30 participants, so be sure to reserve your place now.
